Revised plans for Bluebell Village submitted to the Council following public consultation
Revised plans and supporting information have now been submitted to the Council. These plans include several changes that respond to valuable insights from the community following active participation from residents through a series of events, questionnaires and social media activity.
The key changes to the revised plans, which take on board the feedback received, are summarised below:
- The masterplan has been revised to:
- Show the indicative primary and secondary access points with a more detailed depiction of the Crown Estate roundabout for clarity
- We have removed the mixed-residential zone to allow flexibility as to where the care home can be located following feedback that this should not be fixed at this stage
- Relocated the Local Centre to be adjacent to the primary access and updated the description to include amenity greenspace
- Rerouted the proposed footpath from behind Bluebell Farm to along Manchester Road to respect the amenity of the occupiers (following feedback from the Bluebell Farm owners)
Increased area of public open space on site and relocated the northern potential location for play space
2. Following positive feedback, Tatton Estate has also offered additional, voluntary S106 contributions to fund:
- Transport Regulation Orders (TROs) to reduce the speed limit on Manchester Road and Mereheath Lane
- A toucan crossing on Manchester Road (potential location shown in the masterplan)
A meeting with the Town Council has taken place to discuss projects the Community Infrastructure Levy (CIL) funding generated from this scheme could contribute to including wider cycle connections in Knutsford, improvements to the Ladies Mile footpath (an established project which the Estate is supporting) and cycle parking in the town centre. The Town Council are responsive to suggestions.

We believe these changes address many of the concerns raised by the community and are proud to have offered additional contributions, beyond those required by planning, to contribute positively to the local landscape and Town Council’s active travel ambitions.
We appreciate the time taken by those engaged to provide feedback to help us improve our proposals. We hope that the changes we have made demonstrate our commitment to working with local residents at the current outline planning application stage and on future reserved matters applications.
